I think we need to sort out a clear code of what all the types of executive and legislative orders are in the Empire. Here is my suggestion.
If you want something to get done and implement it yourself, as Emperor you would issue a Kaiserlich Dekret (Imperial Decree) or Allerhöchste Kabinetts Order (AKO - Royal Cabinet Order) depending on the nature of the executive order. AKOs would be used for the following things: Declarations of war and a state of emergency, appointment of Chancellor and Ministers, mobilisation of armed forces, convoking Diets and close them, and issues pertaining specifically to your person. These are essentially matters which are subject only to your personal prerogative. Imperial Decrees would basically cover everything else, such as matters of policy and the passing of laws, and would be subject to countersignature from the Chancellor or a Minister, as detailed in the constitution.
In the Reichstag we already have Auflösungen (resolutions) and all laws are called "Auflösung Anzahl: xxx-xx-xx-200x" where the red is the number (001, 002, 003 etc.) and the blue is the date. Auflösungen would then be presented before you to be Decreed into effect with countersignature as detailed above.
I would also suggest the introduction of the Ministerialerlaß (Ministerial order) for Ministers to issue their own executive orders within their specific area of guidance, rather than through Imperial Decree. For the Reichschancellory we could have RKO-001, for the interior MIO-001, for the exterior MAAO-001 and for the war ministry MKO-001 and so on with each ministry if new ones were to be created.
