Activity has always been an issue in Holzer.

Yes, I have heard that. This lack of activity pains me so because I was the one who convinced the current Kaiser to convert Ludenburg into Holzer. I would love to see this place thrive, rather than just end up being issued another notice by the MCS.

It is up to the Reichskanzler to fight the inactivity by propositions like
. Heraldic . Holzer's Elite or Aristocracy . Orders and Decorations . Currency . Modernisation of the Army ……… ………
interested people will post their ideas and provide the life requested.

The head of government of the Holzer Reich is called Reich Chancellor (German : Reichskanzler) or short Chancellor (German: Kanzler).
In the Holzer Reich, the Chancellor served both as the Emperor's first minister and as presiding officer of the Bundesrat, the upper chamber of the German parliament. He is neither elected by nor responsible to Parliament (the Reichstag).
Instead, the Chancellor is appointed by the Emperor of the Holzer Reich.
I am right ?

A dangerous activity trap is the “Groupthink”, to prevent this risk, it would be wise to encourage the citizens to do their own thinking and be critical. In the actual situation nobody will be able to solve the problem inactivity with the same philosophy you applied when you created them.
